What this measures
Air traffic operations, and only air traffic operations. When the FAA holds departures bound for JFK, meters arrivals into SFO, or reports that Newark is running an hour of departure delays, that is what shows up here, in the FAA's own terms.
It is not a security-line tracker, a terminal crowd meter, a parking report, or a flight status board. It cannot tell you whether your specific flight is late, and an airport with no FAA event is not an airport where every flight is on time. It is the weather-and-traffic pressure the whole airport is operating under.
